My understanding is that the regulation is enforced by the UKGC an organisation that regulates UK based casinos. Therefore, if the casino is let’s say Malta based, then the same restrictions do not apply.
Having said that, generally UKGC casinos are far safer and fairer places to gamble. Any perceived underhand tactics can be reported to and will be investigated by the UKGC. It keeps them honest.
If I were to gamble, I would never use a non-UKGC casino. Almost daily there are postings across the gambling forums on the scummy tactics used by less reputable casinos; anything to avoid paying out and often quite flagrantly outrageous behavior. It’s just not worth it.
I daresay there are other organisations which are decent, and also offer bonus buys. Others may have input on those.
