Not sure if asked before.
But can slots get away with having high RTP % and still not paying, because they have ridiculous 1 In a million chance jackpots that pay millions?
This way the RTP is averaged out because of the jackpots and the base game pays trash.
Like a lot of the dreamdrop slots.
